Hitting anything but a voucher on average wastes money from the discount. Additionally, without rerolling, you on average won't get a hit each shop.

My recommendation would be making it more common to hit and making the reward lesser

Something like "1/3 chance for a shop item to cost $3 less"

On paper and with averages that feels better, the only potential issue would be with tarot tycoon and two oops all sixes, but since there isn't a way to make rerolls free forever you can't go infinite (you also need 2 vouchers and 2 copies of the same uncommon joker)
