the problem with it is that there's two potential outcomes:
1- you intentionally gimp your run early at the chance of getting that specific joker
2- you get that specific joker and have it occupy a joker slot doing nothing until you get your hand size down

unlike Driver's License (which is a similar high-investment effect), there's no downside to building up enhanced cards in anticipation of getting it

whereas there's a notable and significant downside to decreasing your hand size

not to mention that you'd have to also simultaneously be building enchanted cards to get any value

basically potentially really good but feasibly you'd be better off not going for it
