I don't know a lot of pixel art softwares, but if you're looking for a free one and aren't looking to get too professional about it for now, I find that paintdotnet is fairly good for pixel art. It's missing a lot of tools and features that are useful to pixel art since it's not made for that purpose, but it can be a good, and most importantly FREE alternative, at least for a start

it's by no means the best and the ads can be moderately annoying at times but it has a pretty healthy amount of tools to use

if you're worried about aseprite costing money and you have some computer knowhow you can build aseprite from source code for free, if there is something else you're looking for then sorry cant help you, i dont know much about art programs

It is, but it's more a question for #💻・modding-dev . Quick explanation, is to look at how Half Joker/Square Joker and such do special sizes, and make it bigger instead of smaller. You could also look around for Jokers that do something similar already, I think there's a Stamp in the Paperback mod that does something similar. Cryptid's Cube as well, though Cryptid code can be hard to parse at times.
If you just adjust the atlas px and py, you can make bigger images fit into the same space, but, the game will automatically squish those images down into the same space a joker normally takes up, so you'll have to do something extra like this if you want an effect that escapes the cards.
