I'm using aesprite. You could use other pixelart/general art programs, but aesprite is one of the best for pixelart specifically. You can either pay for it on steam/their website, or just compile it yourself for free using the developer's guide.

The pixel dimensions used for each card sprite is 71x95 pixels, with a 1px transparency gap (making the card effectively 70x94 with a 2px border). However, you do not need this information at all if you use aesprite, because I have already prepared a helpful template project file + a color palette that you can just import to get started on any Joker.
