Correct. VPNs are vulnerable like every other service. They're a first layer of protection, not the only tool or habit you need. People who are doing seriously politically dissident stuff have much, much more thorough guidelines and technologies than what the common layperson needs.
But they are helpful, and while not every VPN is equal if you can find a good one then you're largely good. Like anything else keep your ears and eyes open and don't be afraid to change services if the one you use isn't good.

But I don't want to be tracked if I attended a protest, so I'd likely use a VPN to look up that information and then leave my devices at home for the actual protest itself.
