If you had a deck of 52 random poker cards, and drew 5 of them, the best deck would be all aces(duh, even though 5 of a kind isn't a hand). Even if you maximized the deck for royal flush chance, it loses loses 99.81% of the time to all aces.
(Best being scored how many hands of cards it beats on average. Only poker hands exist, Ballaro hands such as 5 of a kind, flush 5 and flush house do not, and count as 4 of a kind and full house respectively.)
The worst deck, however, is surprisingly interesting. The default deck would be the worst possible deck. It has the lowest possible chance for a pair, three of a kind, full house, four of a kind or flush. It has the highest straight chance of any deck, but that doesn't matter when it sucks at everything else. I do not know it's relative chance of a straight or royal flush, but these hands are insignificant. It has average high card value, but that is less significant than pair chance. Any change to the rank or suit of ANY card makes this deck better.

However, later I discovered THERE IS A WORSE DECK. You can change the suits in a way that makes straight and royal flushes impossible. The easiest way to do this is make each number have only one suit, and alternate suits each number.
