I would recommend not a custom design and instead focus on Quality. Back when I played MTG Dragonshields were the best sleeves, like 100 for $10-15 dollars or something. Really good sleeves for standard playing card sized stuff.

Then you can get tight sleeves dirt cheap, I forget exact prices. But instead you write with sharpie on the tight sleeves to convey the enhancements and such.

From my experience any custom sleeves were very poor quality and always fell apart relatively quickly. Dragonshields on the other hand were very durable

I do feel the biggest logistical nightmare for this would be handling suit changes and rank changes

One potential option would be that you can't permanently change those characteristics, instead suit changers and rank changers are temporary
