i primarily skip when:

• its early game and i can get cash or jokers
• i am running a deck like anaglyph where i store my skips for sumt of merit (often, negative tags; i find even in the late game that negative cards can be really good)
• i feel i earn more cash outright from skipping than not (mainly on small blinds, not too concerned with shops between small/big but between big/boss)
• i have a card that especially benefits from skipping (throwback is the main one, but sometimes what i can get from skipping is what i need; baseball card uses uncommon jokers, swashbuckler uses sell value so negative is good, etc)

i never skip for some tags though; i only ever skip for:

• card editions (holo, poly, especially neg)
• mega joker booster packs (early-on)
• spectral/tarot packs (sometimes it works, sometimes it dont, bit of a gamble but when it works it works n if it dont its usually not important in the long-term

i should also specify i really dont play the game past ante 8 much regardless; i just wanna win the game for the most part, endless mode is just a victory lap

early game high money skips (meaning: investment tag) are valuable because the expected value from a blind doesn't reach the same height as 25 dollars
anaglyph deck gives a lot of skip tags but even there like, negative tags rarely have any useful jokers, and even if it does, chances are you can just make room for it anyways without taking the skip and missing out on money, shops, and scaling
money isn't the only loss of skipping unfortunately, where you spend that money, the shop, is also important, and missing out on a shop can be the death of you
throwback has very slow scaling for an xmult. a card like hologram scales much faster (on average around .25x per blind, so 50% faster than throwback), and the swashbuckler example tells me that, the fact you find one skip worth it for around say, 5-7 mult tells me that you aren't making proper use of +mult scalers and scaling jokers period, which work at their highest when skips are at a minimum. red card, green joker, ride the bus, supernova, and spare trousers all ask you to play every last blind to ramp them as high as possible, allowing your xmult to pop off. the same applies to chip scalers like runner, square joker, castle, and wee joker.

re: spectral/tarot packs: it very much is important in the long run. if you've ever lost because of lacking proper strength to keep up with the blind requirements, the answer was most likely in the game, and the best way to find those answers is with searching shops as thoroughly as possible, meaning maximizing your money earned and minimizing your money paid, and finding a winning solution through the tools found. skipping a round for no reward completely annihilates one chance to do that, and with how quickly gold stake ramps, a mistake like that can cost you massively over the course of a run, even if it isn't instantly obvious
