Proc Chance on Weapons Not Triggering (Tested with EDL Bow and Crom Bow)

It looks like proc chance on weapons may be broken. I tested both the EDL bow and Crom bow, and neither of them ever trigger their proc effects. To verify, I hit the wolf for 15 minutes while using a haste lix, and neither weapon procced a single time. I first noticed the issue during a Prot kill when my Crom bow never proc’d at all.

Proc is a skill that your weapon has a low chance of hitting during autos. Typically this is dl/edl but there are other weapons in game that can Proc

Deca should hire @vagrant dust and he will fix everything. Downside is, he will make rangers better. So we can’t be having that
