There’s a step that requires you to purchase the 250k token.
(This is a 2nd token).
If you have not purchased I doubt you get the dg upgrade option.

And jewelry upgrades do require t3

I just checked on a t2 toon.
You should already have the DG upgrade option.
Check that you have completed all the quests in VOA . (artificer Senga.)
Convert sliver, and buy the 250 token.

Depends on your tier ofc (if u t0 then you won’t have the option to upgrade at all)
