Slower attack speed, all around "weakest melee dps" probably why they picked the values they did
Assuming by "pretty much just dhio weps" means that the dps they counted was from an eg toon just hasted with dhio wep vs new wep, rogues would still be at an advantage since imp pet would greatly increase overall dmg since rogues do more autos
Is this what they did and is it mathematically correct, idk im not paid to think for melee

Not a single reason why they actually need to buff proc %, only a reason why they shouldn’t which is that fact rgoues are better dps then rangers/swords plus have a faster attack speed
