animals won't spawn in server of BCG & Holy Grail

I've tried different commands but my friends and I are finding it difficult to find animals when there is only a lot of hostile mobs

sorry if it's not the brightest question, I really like the modpack but it's hard to find sheep

mob cap may be being hit are the spawn chunks actively used for anything?
