This to me looks like the configs folder was not properly copied when setting up the server. You can either back up your world and reinstall or you can manually download the server pack from curseforge and copy over the ftbquests config folder to your server.

Sorry I missed this. You have probably resolved it already but you could try just the ftbquest folder but I would worry that other configs might not have copied over.

yeah i've resolved it already haha and then joe updated the modpack... i am not yet have update the modpack in my server, do i need to delete some of the mod .json in order to generate the new one?

Every time there is an update I make a backup of my server, then I delete the mods, config, resourcepack, and library folders. then I copy over the folders inside to server pack to the server.

i'm glad that i asked you first, what is the recommended ram should i allocate for the server, and did you use any optimization mod? my players seems to encounter laggy issue quite often 😦

I havent changed anything from stock and havent had an issue but I also have overkill for the amount of players i have on my server. I have 14GB for 4 players.
I honestly havent managed a larger server so i dont know the best recommendation

but a single rtp could crash the server
