Problem statement: The graph is a tree. However, it's characteristics differ from a normal tree, in which the root node 0 is the parent of every node [meaning: there are hidden edges between the root node 0 and every node, so essentially the graph can have cycles]

I'd say Russia is very good with it's main websites, really good - i'm not from russia though.
However I was in UK some years ago.. .their websites are the WORST in design and systems.

I'm not from Russia either (hopefully). And I'm talking not only websites, but governmental information systems like school entrance exam registration, electronic allowance of building and so on). Everything works in the private sector on high level though.
