We should post a submission to this. The AI Act is one of the most important pieces of legislation to get AI Safety concerns put into. This "general purpose" consultations is an important opportunity to do so!

What can you do

  • Draft + comment on our response. Still empty for now! I've got some decent takes on a number of questions. Still need help though!
  • If you're a nationa leader, submit a whole response as your national org.

Had a chat with Benjamin Anderson and Emma DeSouza from Global Policy Research Group. They're looking for arguments / answers to the specific questions in the consultation. I think this is a really important consultation, and we should do our best to crowdsource powerful & convincing arguments.

I sent a message to local groups I know could be interested in contributing, i'll see if I can contact local experts directly. Should I be careful to only ask for input from researchers that I deem take AI safety seriously enough, or the more inputs the better?

I am involved in the AI/Animals Coalition, which has been engaged in advocacy around the consultation process for drafting the EU's General Purpose AI Code of Practice (https://digital-strategy.ec.europa.eu/en/policies/ai-code-practice). This is the current version of the draft:

(The focus of our coalition’s work has been to include protections for non-human sentient beings as well. The third draft at least includes the vague phrase “non-human welfare” in the appendix on systemic risks, but this could be taken to refer only to things such as biodiversity, protection of forests, etc. — we are asking for the phrase “non-human sentient beings” to be included, and for it to be recognised as a concrete risk category, not just relegated to the appendix “for potential consideration.”)

Although the text was initially expected to be finalised in early May, there are indications that the timeline could be extended beyond May, perhaps even into July. This suggests there may still be scope for further advocacy regarding the Code of Practice even beyond the May 22nd deadline for this specific consultation.

I am currently attending the GPAI Workshop. They have a good Submission Guidance Document that they allowed me to share (not publicly) with as many people as I like. They have taken most of our arguments aswell, which Joep shared with them.
DM me if you want to use this as a basis.
It takes around 20min and has good potential for a high impact

Is it at all useful for Americans to submit responses to this? Would a submission from PauseAI US be valuable?
