I have completed this quest but it is still saying that I need to deliver the items in my quests but it isn't available to deliver at the trading station.

I had this issue as well. I walked around and started inserting batteries in the atmo generators and it just moved to the next step. also go to both doors that lead outside the fence. I think thats what actually triggered the next step.
