Many of the shields in game are useable by arcanists and druids but they cannot benefit from the 'on bash' mechanic so this just turns these items into stat sticks. There are also a few shields which ONLY Druid and Arcanist can use, the most notable one being Magus Shield which has an on bash mechanic that cannot be utilized by either of the classes that can use it. Not sure if this is the route that you want to be taken but just thought I would point it out in case it isn't.

maybe changing some of the caster shields that use on bash to use the on cast mechanic could be something to explore?

Can't it be utilized by blocking. The tool tip says that it will trigger the effects.
Might still want to look at it, but my reaction was "oh cool, the shield class (pally) can trigger on bash, but all shield equippable classes can benefit from the effect through the block skill".
I also immediately thought "well that probably means those proca won't happen too often"

Also to be clear I bought the game yesterday and don't even have the skill learned, so I was going off a description only, if I remembered correctly

definitely the kind of game you can pour 100s of hours into
so I did some testing and you're 100% correct the block passive does trigger these effects but the frequency seems to be very very low
like maybe 1/30 successful block hits

the math is pretty simple, rolls 1d900 (take that D&D) if the roll is < % chance on bash, it procs on block
would be neat to scale it off int to give casters a better chance

Well if it's a reactionary proc it can only happen as fast as the monster can trigger potential blocks times the percent.
Seems like the stun locks shouldn't be an issue from this mechanic unless monsters have AoEs that could trigger multiple people to block?
higher level paladins get quite a few blocks
I also assume blocking the raid creatures attack will also be more of a challenge in general cause of their stats, unless stats dont play apart in the block chance

you could do a stagger mechanic where they need to be stunned X amount of times before they actually get stunned
Do you have to successfully block to have a chance to trigger the mechanic, or does it trigger separate from the block percentage? If it's percentage times percentage that's way different
for me it only triggers when the combat log says you blocked the attack
