As 4 star are harder to skill up..
Stronger as in better to use for their jobs, and what not.

there is no general answer to this
the natural star of a monster doesn't matter at all. each monster is different. this is stressed in so many guides and commands here
the importance of skill ups on a monster also depends on the monster and situation, and has nothing to do with how many natural stars it has

While yes there are more powerful nat5 than powerful nat2 3 4, it doesn't mean nat5 is automatically better
