Should I Build These Units?

Am I sleeping on any of these units or should I not bother?
Fire indra, wind indra, Ren, Zibala, Eleni, Tomoe (outside RTA), Angela

In WGB angela is not bad - she doesn't need skillups to function either
Eleni is a decent wind double snipe unit
Obviously we live in a world where Sonia exists so she isn't quite as good, & there are no true f2p wind "snipe" units (nothing like cov, kahli, etc) so I think there is some level of value there
