you can build any attack based bruiser that normally people would recommend slot 4 cd on, with slot 4 cr instead
that then allows you to use runes like this
for example spd cr hp tesa would love this rune
the whole slot 4 cd being infinitely more efficient than everything else is a completely outdated way of thinking
there were 2 big changes that pushed away slot 4 CD and made slot 4 CR just as good if not better in a lot of cases for bruisers
- cr bug fix
- introduction of artifacts, with tons of CD being available from arti substats
note that by now both those changes are multiple years old
but people still haven't caught on

I just enjoy a bit of acc on sabrina myself for things like siege and sr5 but i see the point
And besides, 23cd still contributes to the high dmg output, so still a good candidate imo
Just because i dont think a lot of other units uses high cd vio runes without good speed for thr most part

but just an example of who could use high CD on an acc rune
i feel like when in doubt if you know a rune rolled high its worth asking around - like jx said
