As in the guide explained, you select the virtual cable device as your input.

Delay depends on your gpu. But there will always be delay. On the fork version of voice changer, good nvidia gpu can reach as low as 0.3 seconds delay but as i said, needs good one.
Training a good realtime voice model is difficult and different.
Your audioclips needs to be clean, no background noise, and has to be consistent: same distance to mic, same mic used, etc.
3 minutes is low, I recommend 10 minutes
