v.3.0.0 alpha 16 roles being visible issue

tested out the new alpha 16 on unmodded region to provide info on what's causing the issue, all roles were once again reported to be visible to players outside of the host (me) ^_^

hopefully this can help out a bit

Dang, I think this might be a worse bug than I thought

I think I'm going to need non-host logs for this one

bc everything looks perfectly fine in host logs, which probably means something is going wrong on the vanilla end
