Chronomancer in dev builds does similar thing...
If suppose chronomancer's kill cd is 20 and kills after 30sec it will have 0s cd for 10s

After swordsman kills, if they stand still they can kill again quicker
So they can theoretically double kill on their own
so u kill then stand still until ur cd is over then move
No, once they move their cooldown resets to the longer cooldown
So as long as you stand still you can kill with lower killcooldown
that's kinda weird ...
