Cultist changed from Neutral Chaos to Neutral Killer since the Crewmates have to vote it off in order to win

If Cultist stays Neutral Chaos, the Crewmates shouldn't have to vote it off in order to win

I completely agree with the Jester idea, but I'm not sure how I feel about Executioner being able to target Creemates, Just seems like the Cree people have had enough bullying for one lifetime

Executioner shouldn't be able to have mayor as target, it's unfair for the exe because mayor is hard to outvote

and with emergency button vents it's easy to confirm mayor
