In addition to what @stray grove said, know that you can have Fresco on a Windows destop (I use both Desktop and Ipad version)
This is not likely that you will have an Android version of Fresco, although I wouldn't say it's impossible. It's not in the teams agenda now for technical reasons.
Things you can have for an Android device right now:
Photoshop express, Adobe Express (on phone for now), Lightroom mobile, Capture and Premiere Rush.
This is an issue that you'll find across the board: Most mainstream drawing software (might it be Adobe or not) don't function on an Android tablet (for example: Procreate or Affinity mobile). In fact Fresco is the only mainstream app that can function on another device than an Ipad, with the windows version. Meaning that - of course - you can use it on a desktop, but also on several other types of tablets that use Windows as their OS (Microsoft Surface, Galaxy Tab, all the 2-1 style computers - like the Lenovo Yoga range)
Just not Android.
