Unfortunately, this isn't possible with Adobe Express, but you can try this in Premiere Pro.

How to blur out something in Premiere Pro

  1. Open Adobe Premiere Pro and Import Your Video: Start by opening the application and importing the video you want to edit.

  2. Identify the Object You Want to Blur: Scrub your footage to find the area or object you want to blur.

  3. Use the 'Effects' Panel: Look in the 'Effects' panel and search for 'Blur'. You'll find various options like Gaussian Blur, Camera Blur, etc. Choose the one that suits your needs source.

  4. Apply the Blur Effect: Drag and drop the blur effect onto the clip on your timeline.

  5. Create a Mask Around the Object: In the 'Effect Controls' panel, you'll see options for creating a mask. Use the pen or ellipse tool to create a shape around the object you want to blur.

  6. Adjust the Mask and Feather: Once the mask is created, you can adjust its size, position, and feather to make the blur effect look natural. Alternatively, you can press the "play" icon in Mask Path and let it track the selected mask forward.

Would it be possible with the method of duplicating the video, croping the duplicate only to contain the plate and then blur that duplicate? The OP asked in the #chat channel previously, I answered the same as I just did, assuming this was for a photo, but I never tested for a video (it works perfectly for a photo. I'm out to test now though 🙂
