This bug occurs when the two players have different scroll directions.

This screenshot was taken from the left side at downscroll. In this screenshot, my notes are BARELY readable. It's so high up that you would not be able to read it even in the slightest. The right side has upscroll on and it looks completely normal for them. I've also tried switching with them to test the bug, and this time it was normal for me but bugged for them.

TLDR; If your enemy is using an opposite scroll, whoever is on the left side of Datastream is at a disadvantage.

In solo Datastream, the strums are way lower for some readability

The engine is probably attempting to make it fair

Nope, it's unfair if anything, the right side gets their scroll's normal Datastream modchart regardless of whether or not the enemy has an opposing scroll direction
