Self explanatory
It's a windows batch file, what it does is completely open and visible if you wanted to look under the hood. So the short answer is yes. I'm assuming since you're asking this you would probably not know what to look for. When it comes to projects like these most of them will be open source meaning you can see the code and look at what it does for yourself before running it. However if you don't trust something there's nothing stopping you from just not running it. It's your pc at the end of the day.
