why does my downloader keep saying this and not working

i have .net 9 and even 10 when 9 didnt work either idk what to do and no my antivirus isnt messing with it and i ran it as administrator and it still says this

and akrisz downloader didnt work either

is there a way to fix this or do i just have to use a different downloader?
