The only way to fix that error is to "manually" install the runtime and I have no clue how to

I only remember one person who did it here, but it's not a walk through guide how to install it.
They said to just manually install it instead of using the installer
Being honest, the downloader I sent is far stable and reliable than the one your brother is downloading
