This happened to me once while I was downloading a bunch of shit on Steam, as well as dragging files

I doubt it's the cause of your issue, but I had borderless screen settings that made my game stutter.

But it seems like it wouldn't be that.

Vulkan is always a first choice for me mainly for the better .1 and 1% lows. I’ve not had issues prob cause I’m on a amd card

Last time it happened to me was when I was on 8gb ram and had no space left due to all my other shit open on my pc. If it is your issue, I fixed it by putting a page file on my ssd but it ain’t recommended. Just debloat your windows, close unnecessary programs or upgrade ram 🤷‍♂️ I don’t know what else could cause it. Maybe try a selection of diff gpu drivers, using ddu

I use Vulkan on Live Build, but emulating Vulkan on a game(version) which doesn't support it will likely cause issues
