Just a little fun fact before we start: this was my exact same issue when I downloaded my first operation.
Went a good few weeks before someone was able to help me properly, so let's hope that you don't have that same problem now.
- Download the file I just uploaded
- Place it in the same folder as your downloaded game
- Run the start_r6.bat file, not RainbowSix.exe.

If you're interested in the 'why' of this solution (I just realized it 30 seconds ago), it's that your antivirus deletes the steam_api64.dll file because it think's its a virus.
When launching the game, that file should be used to connect to BattlEye through the Ubisoft servers, but it is not present (because the antivirus deleted it) and the game fails to launch.
The file I sent launches the game without BattlEye, so the game never realizes the file isn't present to begin with.

There are no Ubisoft servers that are active for the old operations.
It will keep saying "Connecting to Ubisoft..." but it never will.

no, launching without battleye wont cause you to be banned
but any attempt at matchmaking will result in your game throwing an error message at you and closing your game
