Hi, when i'm creating an NPC, is adding automaticly Halloween hat, how can i remove that?

I have no idea. You need to figure out which plugin does that and ask it's author.

I don't know why in the world OptiFine would do this - especially since it's not even Halloween anymore.
I generally recommend replacing OptiFine with Sodium (for optimization) and optionally Iris (for shaders). They not only perform much better, but also don't come with features nobody asked for, like forced seasonal hats or paid capes. Where the latter might even be against EULA.
