Why am I being incorrectly billed for BYOK?

Why am I being billed if I used BYOK and explicitly set the option to ONLY use my own API key for requests to Google AI Studio?

I appreciate that clarification, but why is it serving some requests out of Vertex, and others from Studio? Is this some optimal pathing that cannot be controlled and does it actually affect pricing?

This is just distributing requests across provider, so not one single provider is overloaded
