I haven’t used my iPhone hotspot in a while, so idk if this will still work, but I used to specifically ask Siri “Turn on personal hotspot” and then it would stay on until I turn it off. It would only stay on if I specifically asked Siri for some reason
If that doesn’t work, you can also use apple shortcuts to automate turning on your hotspot at a specific time
Like enable it at 13:30 every weekday for your lunch break
