had the same issue i just made a US apple ID from scratch and transferred all my data to my new apple ID from my EU one. After logging in it worked

create a new apple id in web version of apple music (https://music.apple.com/us/new). it doesnt require card/phone number. Then you can login to the new apple id in appstore in your phone and it will work.
