It's stuck at downloading even though its downloaded already. I already tried changing language, restarting the phone, turning it off and on and waiting for like 45+ mins

have you tried to load some other voices in addition to (voice 5) - did the trick here after loading 1-4 too. Seems to revive and kick the Intelligence download - at least for me on three test-devices

Seems to work only with FindMy disabled and device still being spoofed. You can switch back to "None" as soon as its loaded

if not spoofed, you can easily repeat the Eligibilty / Apply steps to re-spoof the device (just use the same Gestalt file)

in my case it downloaded the whole model and it was working then i unspoofed after rebooting its worked like 5-7seconds and boom that downloading model thing appeared and it stopped wokring
