Same here,may be a bug due to updating from a early iOS version

The notification was js a information about the download which u can quickly fix by turning off intelligence and then changing the language to brittish english and then switching back to american and turning it on but i still dont know whats wrong with the text

So for the notification answers it happened js to be the thing that siri didnt donwload yet
And if it downloads for like 1 hour or longer u can try turning off apple intelligence switching the language of siri to uk english and switching back to us rnglish then turn on apple intelligence
And for the text thing turn off apple intelligencr go to accessibility and turn off text to siri
