every time i reinstall and set it to compact mode it works fine, then randomly after a bit it just decides to make it so the sidebar collapses and opens on hover which i find extremely agitating. these are my current settin gs

compact mode = hiding / show on hover

collapsed layout is the narrow icon-only version of the sidebar

so if you find the show on hover agitating, don't enable compact mode

it normally doesn’t hide on hover when i have icon only toolbar

I think you're confusing compact mode (hiding) and collapsed layout (icons only tab bar).
If you don't want the hiding, do not enable compact mode.
e.g. right-click the sidebar: and disable that top option
