The removal of new tabs was very very annoying to me, so I turned it back on in about:config. After this, when loading a tab I'd see a popup (attached) that I couldn't interact with that'd only be on the screen for a split second until the website loaded. It said I had the new new tab functionality enabled despite the fact that I don't. I tried turning off new tabs, but this behaviour persisted.

try turning compact mode off and then closing it

I'm not using compact mode, but turning compact mode on makes the popup disappear.

also restarting browser, toggling the option for newtab
zen.urlbar.replace-newtab in about:config
