When I want them to gather Armor, Swords, Shields and most importantly food through the Staging ground... most of the NPCs stand still like someone asked them "English or Spanish".
I also noticed when I increase of decrease food slots on the army menu, previous working NPC's stopped working and stood still too.

if multiple villagers want to take something from the same storage - they go to it 2 at a time, to avoid clogging area next to it

Ah I see, interesting, do you think maybe you could do 2 at a time for buildings instead of the whole group? Example is, 2 go to the Barn and get Equipment, another 2 get food and then they switch
Seems only 2 out of the selected take ages to get sorted and when there a Raid heading towards you, you kinda done for. If not no worries and its good to know that.
Unless you just said that basically, if so only 1 is basically going to one storage and the other is going to a different one, everyone else is sitting around
