If you check your stats sheet it will say if you are reading a book or not. If you are reading a book, well, then you cannot read another till that one is finished. Could this be the issue @hearty flume?

You need to have the books in you inventory and then you can click on attributes on any npc or you and you will se a plus sign before the ones that you can read.,

I think your confusion is when you right-click on the book you're expecting that You or the NPC will begin reading the book. All that right-clicking on a book does is take you to the attributes screen, you can achieve the same screen by pushing P on your keyboard.
Once you are in the attributes screen you need to left-click on the little plus sign '+' beside the specific attribute for the book you wish to read.
Obviously pushing P will not take you to the NPCs attribute screen you have to do that via interacting with them.
