Basically I managed to get my kit to register but the pads don't work.

oh i have a kit with the same brain i think . i have to turn them on before opening the game and when i get in i have to tap a pad for the game to properly register it

this is most likely your PC's USB ports not providing enough power for the e-kit
i forget if the Turbo has MIDI ports; if it doesn't you'll need to find/get a powered USB hub (as in one that has its own power supply which plugs into a wall outlet) and try running it through that

The drum still works but something just makes it stop on the PC

Alesis kits are very picky with how much power they get, even though they're already self-powered

that's the only thing i can suggest trying in this scenario
but as a sanity check you could also try using it in CH and seeing if the same thing happens there
