My GPU is an AMD Radeon 9070 XT if that helps at all, since this feels like a GPU-related problem
that's a known graphics glitch from the stock game, sadly I don't think we can do anything about it in the near future because it would most likely require rewriting the shaders for clouds from scratch
i kinda expected it was a shader thing :p

heres a screenshot i got when it happened to me earlier:
it tends to happen whenever performance drops, it might just be something the shader does to help increase FPS for a bit by lowering the resolution?
i usually observed it in 4x timewarp while looking in the same direction for too long
