It's essentially a loophole. Majority of multiboxers are technically breaking ToS, but it's on the border of it. And a lot of them are dumb enough to post screenshots of it happening while they keep software and macros of them botting open, so that's generally where they get caught out
It -should- be bannable, but for some reason it's not
But blizz is getting stricter on these things recently so hopefully

as long as they manually control their chars and use ingame functions like follow and macros to coordinate their actions it's not breaking the tos
they do use 3rd party software to send their keypresses to multiple instances of the game, however blizzard has since clarified, that as long as it's manual user input and not automated there is no violation of tos

I honestly don’t mind multiboxers if they simply use their multiple accounts for cool things in towns like making cool imagery with spells and stuff. It’s when multiboxers pretty much single handedly grief an area in PvP or farms mars to oblivion and artificially flood the market that I get annoyed

That was crazy month of making gold. I was 1.4 milion gold away from bruto when come back. I crafted mounts every month even I don’t play game. Just log make items wait for daily CD and repeat.
Occasionally also did gold missions, and sometimes craft toys every next month after mounts. Ended up with +254 000 g

I suddenly had a lot of corruption so I decided to buy some Malefic cores and I saw that you can get some too if you finish all objectives in vision.
