@eternal kettle I have this problem too. I fix it by opening the start menu, clicking the three lines at the top of it and then click back onto the game. It fixes it for me, and it worked for a friend who had the problem the other day. Hopefully, it works for you.

Then a friend talked me into setting up proper keybinds for all my spells.
My overall Healing per second remained more or less the same, but my spatial awareness and reaction time became several times better.
Juking Interrupts, preparing for enemy bursts and even dodging boss mechanics when doing PvE all became a lot better.
I can only recommend it. I know you're convinced that you like it better the way it is now, and that it'd be too much hassle to learn the keybinds you set up, I was completely in the same boat for years.
But if you just
A) Ensure you can easily reach all the keys
and B) set up interrupts, dispells etc on the same button for all your characters
You will not only be better at the game
It will be more enjoyable as well.
(Oh, and unbind "a", "d" and "r" while you're at it. Strafing with Q and E is a lot more effective)

From what I understood, you're allowed to multibox if you don't have macros/keybinds that allow you to press one button, and the action is carried over all your characters. It's one key press per one character.
