They made ARR(2.0) with 0 budget due to the catastrophic failure of 1.0 so it has all the bad parts of an mmo including little and bad voiceacting, fetch quests galore, super slow story,
It takes a long time to start up too.
But if that was the entire game,you definitely wouldnt see this many people playing and praising it
on some points discussed with Lyo, the combat(starting at lvl 50) already starts to be engaging,and at max lvl,the 2.5s gcd is a complete nonissue because you have a ton of "off gcd" abilities to press,so the pace of the game is just as fast if not faster(on some classes like monk)

Also this, that the transition from wow to FF is very jarring and rough,that's absolutely true, and playing it with someone instead of alone,greatly smooths out these pain points,which are mostly only present in large portions in the basegame and not the rest of the game

Pandaria was great because of the area design, sounds etc but an overlooked reason of why it was great was the questing and character possition in it.
Originaly, you as the player wernt some god like hero called champion etc by everyone. You had to gather some pumpkins to get a dirty shovel and god, where you happy with it.
trough the expansions, more and more where you becomming some hero and the whole "prove yourself" kinda thing was missing.
pandaria had you go to an unknown place where no one even heard of you or the threaths that you saved the world from. You go as a brave soldier of the horde but that high rank is lost quickly in the intro quests
And you have to help people doing random chores
