The world doesn't really feel open. You're just kinda shoved around the map until things stop mattering to you.

It’s gear and weapons needing to be upgraded to your level
If you get special gear using the Ubisoft coins (the free achievement currency), the gear can be outleveled and you need to spend resources to upgrade it to your level
And those resources are either convenient or inconvenient depending on how rare the gear is
Really rare gear is very difficult to upgrade
Which is frustrating
