A scientific law doesnt become a scientific law upon declaration of such. Newton declared his theory a law after sharing it with 3 other professors at Oxford. It was almost immediately called in to question by the larger scientific community and has remained a theory ever since. Einstein's theory of gravitation while similar was never declared a law, though some have claimed it is, because it has not been proven correct enough times yet. his prediction of gravitational waves combined with how well relativity lines up with everything is starting to prove those two theories may be laws, but its still undecided
to the average joe, yes gravity is essentially a law - but if you say that to a scientist, they wont agree, because it isn't. its a scientific theory, which again, is not the same as a regular everyday theory.
