right now, you can only unlock them if you have the OG MT skin. they've seem to taken a hard stance on letting us earn these "hard to earn" skins. (couldn't re-earn the MoP challenge mode sets during MoP remix and they made new recolors for the MT return) so it's unlikely that we will see these skins become earnable again through any means even legion remix

Because when prepatch started/TWW launched, Evokers were no longer a special "hero class" starting at a high level in order to start new expansion content faster. They went to starting at level 10 like everyone else

because when DF was current evokers started at lvl 60 to get them into the most recent content as quickly as possible. now that DF is the "start" of the game for new players/characters and scales from 10-70. evokers start at 10 like any allied race.

The level cap is 80 in The War Within.

You will level to 70 then the leveling campaign for TWW starts, and goes until 80

There is nothing in the store for level 80 because boosts for max level aren't added until the third or fourth season of the expansion usually
